CAEP Accountability Measures
Measure 1: Completer Impact and Effectiveness (Initial R4.1)
a. Impact on P-12 learning and development
SAS® EVAAS™ (Education Value-Added Assessment System) uses test scores from a variety of assessments and follows individual students over time to provide reflective value-added reports to assess the effectiveness of districts, schools and teachers. The levels are reported as “Does Not Meet,” “Meets,” and “Exceeds.”

b. Indicators of teaching effectiveness

- NC Educator Evaluation System
This section includes a summary of data collected through the North Carolina Educator Evaluator System (NCEES) for beginning teachers prepared by East Carolina University. The evaluation standards identify the knowledge, skills, and dispositions expected of teachers. School administrators rate the level at which teachers meet standards 1-5 as they move from ratings of “developing” to “distinguished.”

- Employer Survey Results (Initial)
Beginning 2016-2017, NC public school employers were surveyed to rate the effectiveness of candidates prepared at each institution relative to other first year teachers. The ECU Employer Survey documents provide detailed results for each of the survey items. Comparisons are provided for ECU prepared teachers, other NC IHE prepared teachers, out-of-state teachers, and alternative entry teachers. The employer survey is administered by the Education Policy Initiative at Carolina (EPIC).

- Employer Satisfaction Phase-In Plan (Advanced)
East Carolina University falls under the phase-in for advanced CAEP standards; a plan for systematic data collection of Employer Satisfaction was submitted as part of our 2022 CAEP Site Visit. A copy of the plan is provided below.

- edTPA Summary Report (Initial)
The East Carolina University educator preparation program requires all candidates to meet a minimum cut-score on officially scored edTPA portfolios for licensure recommendation. The edTPA summary data demonstrates the percent of candidates passing the edTPA on the first attempt. Passing scores are based on a minimum score of 38 for 15-rubric handbooks and a minimum score of 32 on 13-rubric handbooks (World Languages).edTPA Summary Data: 2022-2023 2021-2022 | 2020-2021 | 2019-20 | 2018-19

- Advanced Program License Completer Data
East Carolina University and the North Carolina Department of Public Instruction (NCDPI) maintain Advanced Program license completer records. Advanced Program license completer data, collected by NCDPI, is published on a secure, password-protected dashboard for EPP personnel and is updated annually. License data for candidates completing Master of Arts in Education (MAEd) degrees and Master of School Administration (MSA) degrees is housed on the NCDPI dashboard. License completer data for the EdD in Education Leadership, the EdS in Education Administration and Supervision, and the School Psychology program is collected by the Licensure Specialist in ECU’s Office of Educator Preparation.

- IHE Performance Reports (Initial and Advanced)The ECU IHE Performance Reports provide detailed data for program completers and licensure, disaggregated by program area. The reports also detail the time from admission into the professional teacher education program until program completion. Full IHE Performance Reports are no longer published by the North Carolina Department of Public Instruction (NCDPI). Information contained in the reports is now publicly available online through the NCDPI EPP Dashboards, and the dashboards are updated annually.
